BaaS providers with full EEA data residency
44 of 62 verified European BaaS providers run fully on EEA data rails (EEA: Yes) - the sovereignty-screened shortlist.
44 of 62 verified BaaS providers are flagged EEA: Yes - customer data and rails inside the European Economic Area, verified at source rather than copied from a landing page. The flag's exact semantics (stored AND processed; why Partial exists; the deliberate No (CH) convention for Switzerland) are in the EEA data residency guide.
Residency is one of three sovereignty layers - origin, ownership and the rails still deserve a look - and the method for turning this list into a decision is the 7-step BaaS selection guide.

FAQ
What does EEA: Yes verify for a BaaS provider?
That customer data and the provider's rails run inside the European Economic Area - stored and processed - as verified at source. Partial means a named non-EEA leg somewhere in the stack; No means the provider is not EEA-based. The full semantics, including the CLOUD Act nuance, are in the EEA data residency guide.
Is an EEA-resident BaaS provider automatically sovereign?
No - residency is one of three layers. Origin and ultimate ownership can still sit outside Europe, and the card scheme underneath is almost always Visa or Mastercard. The digital sovereignty framework explains how to read all three layers together before you sign.
