The ACPR (Autorité de contrôle prudentiel et de résolution), backed by the Banque de France, supervises French banks, insurers, payment institutions and e-money institutions - the authorisations behind much of the catalogue's French BaaS and issuing infrastructure. France splits fintech supervision in two: prudential and payments matters sit with the ACPR, while markets - including MiCA crypto-asset service providers - belong to the AMF. Official site: ACPR. Who does the ACPR regulate in fintech?

French payment institutions, e-money institutions and account-information providers under PSD2, and - jointly with the ECB - French credit institutions. Crypto-asset service providers are the exception: MiCA authorisations in France are granted by the AMF, the markets authority, not the ACPR.
