Can a non-UK provider issue GB IBANs?

Bank or EMI for a UK account - does it matter?
With a UK bank your balance is a deposit protected by the FSCS up to GBP 85,000. With an EMI the funds are safeguarded - segregated at a credit institution - but not FSCS-protected. The licence badge on each card shows which regime applies.
